Does Delta pay cash because my flight was late?

No US federal rule pays a set amount for time lost on a delayed flight. You may have an unused-ticket refund if you did not travel, a conditional expense review if the carrier caused a covered disruption, or a discretionary goodwill request. Those are separate.
